(Enhancing University Research and Entrepreneurial Capacity)


This program is the initiative of the US Russia Foundation for Economic Advancement and the Rule of Law (USRF). In keeping with its mission of assisting market reforms of the economy, the USRF intends to support the establishment of a national research university network in Russia. The EURECA program is implemented in partnership with the Ministry of Education and Science subject to the priorities set forth in the Obrazovanie (Education) National Project.

The program is administered by a consortium of non-governmental institutions: the New Eurasia Foundation (Russia), American Councils for International Education (US), and the National Council for East European and Eurasian Research (US).

The principal goal of the program is to assist Russian universities in improving their applied research capacity and furthering transfer of intellectual property developed or identified by universities to the real sector of the economy.



All founders of the program believe that partner relations with American research institutions having significant experience of innovative activities will expedite the process of establishing research universities in Russia and make it more effective.

The first stage of the EURECA program is a pilot project to be implemented in 2010-2012. The purpose of the project is to establish an efficient model of technology commercialization in several Russian research universities that will further function as “hubs” and become regional centers of innovative activities at later stages of the program.

The pilot project will be implemented based on joint programs of Russian and American research universities. During the program these American partners will share their experiences in establishing and using research infrastructure and commercializing intellectual property, while their Russian partners will, based on the adapted American model, develop or further improve their own infrastructure to meet the needs of modern technology development.
Actual Partnerships
Implementation of four modular projects in the framework of the EURECA Program US-Russian university partnerships has started:

2. N.I. Lobachevsky State University of Nizhni Novgorod (NNSU - RF) - University of Maryland (USA). Modular Project «Center of International Cooperation in Tech Transfer”

3. Saint Petersburg State University of Information Technologies, Mechanics and Optics (ITMO-RF) - University of California, Los Angeles, CA (USA). Modular Project "Enhancing world-wide ITMO innovative capacity – EWIIC)

4. Saint Petersburg State University of Information Technologies, Mechanics and Optics (ITMO-RF) - University of California, Los Angeles, CA (USA). Modular Project " Cross-Atlantic Innovative Bridge for Russian innovations – CIAB)

The implementation period is 03.2011 – 02.2013

On May 3-5, 2012 the New Eurasia Foundation www.neweurasia.ru and the American Councils for International Education www.americancouncils.org, cooperative partners implementing EURECA, met in Washington D.C. to define EURECA's vision of development and program activities for 2013-14. The National Council for Eurasian and East European Research (NCEEER) www.nceeer.org also participated in the meetings, again bringing in its expertise in policy-relevant interdisciplinary and social science research into the project. The two-day discussions focused on methods to engage investors and private sector stakeholders with universities in the post pilot period (2013-14) and included expertise on this subject from EURECA's business advisor Scott Blacklin, Principal and founder of Blacklin Associates, LLC. www.blacklinassociates.com.

Green light signal caught fire to Russian and American  Universities collaboration
The representatives of the RF leading Universities visited the USA In April 2011. They were introduced to the experience of American colleagues in transferring the research into practice. In the States the scheme of the knowledge transformation into the money has been perfected by decades. However, in Russia only in 2009 the law permitted Universities and Scientific Research Institutes to create small commercial enterprises for the testing and application of the research results.

One of the most important problems of the Russian science is the lack of experience in the transformation of the development to the finished commercial products and the attraction of private financing. The program «EURECA», initiated by the American-Russian Fund for economic and legal development (USRF), launched in 2010, is designed to help Russian Universities to raise their scientific-research and entrepreneurial potential, first of all - at the expense of study and adaptation of the U.S. experience in this area.
